We provide data from 1980/81.

Our data represent what the province currently defines as its Operating Fund. These data exclude revenues and expenditures associated with agencies, boards, and crown corporations owned or controlled by the province.¹ The Operating Fund tracks the finances of what are referred to in the public accounts as the government’s core government departments and units.

For most years the public accounts define spending by broad functions that are consistently defined making for relatively straightforward reporting. There are exceptions, however, all of which have to do with defining spending on Education.

• Beginning with 2007-08, we report Education spending as the sum of what the public accounts describe as spending on Innovation and Advanced Learning and spending on Education and Early Childhood Development

• Beginning with 2014-15, we report Education spending as the sum of what the public accounts describe as spending Education, Early Learning and Culture and spending on Workforce and Advanced Learning.

• In 2020-21, we report Education spending as what the public accounts describe as spending on Education and Lifelong Learning. Accompanying schedules indicate this includes spending on advanced education.

• In 2022-23, we report Education spending as what the public accounts describe as spending Education and Early Years and spending on Workforce, Advanced Learning and Population.

Finally, in the public accounts spending on health and social services is reported separately only since 2005/06. Prior to that time, the public accounts report spending on health and social services in aggregate. We have not attempted to separately apportion that spending to Health and to Social Services.
